1996 Chicago to Mackinac Race


Notice is hereby given to all participants (including spectators, officials and others) that they participate in this event solely at their own risk.

1. RULES

1.1 The race will be governed by the 1993-1996 International Yacht Racing Rules (IYRR), the prescriptions of the United States Sailing Association (US SAILING) thereto, the rules and regulations of IMS and LMPHRF, and the 1995 ORC Special Regulations governing offshore racing for Category 2 races as modified by the CYCMC (except as any of these are altered by this Notice and Conditions of Race and the Sailing Instructions) this Notice and Conditions of Race and the Sailing Instructions.

1.2 The Jury will be a Class C Jury, as defined by US SAILING. In addition to hearing protests and requests for redress, the Jury will have authority to resolve questions of eligibility and/or compliance with entry requirements. Hearings to resolve any such questions will begin at 1400 CDT on Friday, July 19th.

2. TIME ZONES

All times shown in this notice and the sailing instructions involving pre-race and on the water activities, including the start, call-ins and the finish are on Central Daylight Time (CDT). All onshore activities on the Island will be expressed in Eastern Daylight Time (EDT).

3. ADVERTISING

This race is classified as a Category A event in accordance with lYRR 18 Advertising and Event Categories and Appendix A of the 1993-96 IYRR.

There will be no penalty for violations of Appendix A3 for items approved by the CYCMC.

4. INVITATIONS, ELIGIBILITY, ENTRY FEES AND REGISTRATION

Participation will be by invitation of the Chicago Yacht Club Mackinac Committee, as determined by the Selections Committee.

4.1 Eligibility - to be eligible, yachts must be of a seaworthy offshore type monohull or multihull construction, at least twenty-seven (27) feet L.O.A. with accommodations and equipment in accordance with the 1995 ORC Special Regulations for Category 2, as modified by the CYCMC.

4.2 Subject to a minimum participation requirement, explained below, yachts will race in three (3) divisions.

a. IMS Division - An IMS Division will be established if 25 completed entries from yachts intending to race in this Division are in the hands of the CYCMC by 1800 CDT, Friday, July 5, 1996.

b. LMPHRF Division - To participate, a yacht must rate no more than 220 sec./N.M.

c. Exhibition Division - An Exhibition Division will be established if 25 completed entries from yachts not eligible to race in either the IMS or LMPHRF Division and intending to race in this Division are in the hands of the CYCMC by 1800 CDT, Friday, July 5, 1996.

4.3 Entry - Acceptance of a yacht as an entry is contingent on her compliance with and/or completion of all of the items a. through h. immediately following, which, together, represent a complete entry. An entry must be received within the time limits set in paragraphs 4.3(i) and 4.4(b) and 4.4(c) below. IYRR 20.3 (a) does not apply.

Submission deadline for the Entry Form for an invited yacht is 1600 CDT, Friday, June 7, 1996. Entries received after June 7, 1996 but before July 5, 1996 for invited yachts must be accompanied by a $200 late fee.

Required for entry acceptance (by June 7):

a. Submission of a properly completed CYCMC entry form;

b. Payment of the entry fee and any other applicable fee;

c. Submission of a complete Crew List;

d. Submission of evidence that the yacht carries $300,000 of Liability Insurance for the period of the race;

e. Submission of a valid handicap or Measurement Certificate for the yacht. Certificates issued after 1800 CDT July 5, 1996 will not be accepted.

Required at pre-race registration (July 17 - 19):

f. Submission of a Yacht's Statement of compliance with Offshore Racing Council Special Regulations for Category 2 as modified by the CYCMC. Such certificate must be signed by the yacht's Skipper.

g. Submission of a valid Life Raft Certificate in the form and format specified by the CYCMC for each Life Raft aboard the yacht,

h. Completion of the Pre-Race Registration at Chicago Yacht Club.

Entries received after 1800 CDT, Friday, July 5, 1996 will not be accepted.

4.4 Fees and Registration

a. Fee - the entry fee is $500 for yachts 60 feet LOA and over; $400 for yachts 40 feet LOA but under 60 feet LOA, and $300 for all other yachts.

b. Pre-Race Registration- The Skipper of each yacht, or a representative designated in writing by the Skipper, must register his yacht with the Race Committee at the Chicago Harbor Station of Chicago Yacht Club after 1200 CDT Wednesday, July 17, 1996 and before 1600 CDT Friday, July 19, 1996.

c. Late Pre-Race Registration - no registrations will be accepted after 1600 CDT Friday, July 19, 1996.

d. Crew Lists - A complete and accurate list of the names, addresses, and phone numbers of the crew actually on board in the race must be filed with the Race Committee prior to or at Registration. Changes, if necessary, will be accepted until 1000 CDT Saturday, July 20, 1996.

e. Fees are not refundable

5. OWNERS, SKIPPER AND CREW

5.1 The term "Skipper" means the person who is designated in the Entry Form as "Skipper" and who acts as Captain of the yacht during the race. The term "Skipper" also includes the Owner or owners, except in case of a bona fide charter to the Skipper. Co-skippers will only be recognized when they are also Co-owners.

The Owner, Charterer or Skipper (if other than the Owner or Charterer) must be a member of a yacht or sailing club recognized by US SAILING or its corresponding National Authority in another country. Such Owner, Charterer or Skipper must also be a current individual member of US SAILING or corresponding National Authority, if not a resident of the United States. If such yacht or sailing club resides within the Sailing Association area of the Lake Michigan Sail Racing Federation (LMSRF), such club must be a current member.

5.2 Liability - Liability insurance must cover the Skipper if other than the Owner.

5.3 Competitor Eligibility - The Skipper, Navigator, and Watch Captains must be Group I or Group 2 competitors, as defined in IYRR Appendix IAI.

5.4 The minimum crew (including the skipper) is five.

6. SCHEDULE OF EVENTS

The schedule of events, the Sailing Instructions and Additional Sailing Instructions will be available at pre-race registration. If time permits, Sailing Instructions may be mailed to each skipper.

7. MEASUREMENT AND RATINGS

The following Rating Rules are in effect:

7.1 IMS Division - The International Measurement system as administered by US SAILING, including the following:

a. The Racer and Cruiser/Racer Divisions of the 1996 IMS Regulations are in effect.

b. Yachts whose age date or series date (whichever is earlier) is prior to July 1, 1989 shall be grandfathered into the Cruiser/Racer Division.

c. Compliance with part 4 (accommodations requirements) of the 1996 regulations is waived for all yachts except Cruiser/Racer Division yachts with an age or series date later than June 30, 1989.

7.2 LMPHRF Division - Each yacht must have a valid 1996 Lake Michigan Performance Handicap Racing Federation (LMPHRF) certificate signed by the Owner and/or Skipper. Applications for a LMPHRF certificate may be obtained from the:

7.3 Measurement & Rating Certificate of Record - The handicap and measurement data for LMPHRF and IMS Division yachts shall be in accordance with current determinations of the issuing authority and racing certificates of record as of 1800 CDT Friday, July 5, 1996. These values will he used in calculating rankings and positions in the 1996 Chicago to Mackinac Race. The recommended crew limit (both weight and number if applicable) per IMS and LMPHRF will be enforced.

7.4 Elective Division changes after the June 7, 1996 entry deadline will incur a $200 transfer fee. No elective changes in Division will be allowed after 1800 CDT, Friday, July 5, 1996.

7.5 Yachts which elect to race in a level handicap section shall, for purposes of Division scoring, be assigned a rating equal to the most unfavorable rating for the type of boat entered in their section. Such assigned rating may, therefore, differ from that shown on a yacht's Measurement or Rating Certificate.

7.6 The CYC Measurer is appointed as the Measurer for the 1996 Chicago to Mackinac Race. The Measurer's sole function shall be to ensure that a yacht's rating or handicap used to score the race corresponds to the most recent valid Measurement or Handicap Certificate on file with the issuing Authority as of 1800 CDT July 5, 1996.

7.7 A special US-PHRF Special Handicapping Committee has been appointed with reference to IYRR Appendix B8. Appeals to this Committee will only be available to Yachts who regularly race and are registered outside the LMPHRF area and have received a 1996 LMPHRF certificate to be eligible for this race.

The following rules will apply to LMPHRF handicap appeals:

a. The appeal must be accompanied by a $125 appeals fee, payable to "Chicago Yacht Club PHRF Appeals."

b. Including the appeals form, the appeal should contain no more than 5 pages of supporting data. The appeals form and information sheet are available on request from the Mackinac Committee Chief Measurer.

c. The appeal must be in the hands of the Mackinac Committee Chief Measurer no later than 1000 CDT, Thursday, July 12, 1996. The date and time submitted must be shown on the appeals form.

d. The decisions of the US PHRF Special Handicapping Committee shall be posted no later than 1800 CDT, Friday, July 19, 1996.

e. The decisions of the Special US-PHRF Special Handicapping Committee are final.

A mailing will be sent out to all accepted entrants no later than July 7, 1996 listing all ratings of entered yachts. This list will also be made available on request.

8. SCORING

Except as provided in Notice of Race 9.0 (Alternate Penalties), each yacht will be ranked by her corrected time in Section and Division. The lowest corrected time wins.

8.1 The handicap distance for scoring purposes is 289.4 nautical miles.

8.2 IMS Division -- The time allowances will be calculated as recommended by the US SAILING Performance Curve Scoring System, based on the Ocean Racing Course Configuration. The following additional rule also applies:

(a) The Racer and Cruiser / Racer Division yachts will start and be scored as part of the same section, however, Cruiser / Racer Division yachts shall have their corrected times reduced by 1%, in accordance with the 1996 US SAILING recommendation applicable to IMS.

8.3 LMPHRF -- The time allowances will be based on time on distance, expressed in nautical miles.

9. ALTERNATIVE PENALTIES

In lieu of disqualification, scoring penalties, described in the Sailing Instructions, may apply.

Alternative place penalties may be imposed in lieu of disqualification. The provisions of Appendix B1.2 (Scoring Penalty) apply, as modified herein:

9.1 The penalty shall be 20%, or the percentage penalty prescribed in Instructions 9.2, 9.3 and 9.4 below, of the number of yachts entered in that section, taken to the next higher whole number, but such penalty shall place a yacht no worse than last in her section. Her adjusted corrected time, for the purpose of determining placement in her division, shall be one second greater than that of the yacht finishing just before her in her section.

9.2 A yacht that has failed to acknowledge an infringement of a rule of Part IV shall be penalized as follows:

(a) 20% when she satisfies the Jury that, during the race, she had no knowledge of the facts justifying a protest;

(b) 30% when she acknowledges the infringement before the hearing;

(c) 40% when she acknowledges the infringement after the start of the hearing or is found to have infringed a rule of Part IV.

9.3 A yacht that fails to comply with Instruction 13 (Signing in at the Finish) shall be penalized 3 places in section and shall have her corrected time adjusted in accordance with Instruction 9.1.

9.4 A yacht infringing a rule other than a rule of Part IV, Fundamental Rules A, B, and C and IYRR 75 may, at the discretion of the Jury, be penalized 20% or 40%. However, penalties as low as one place may be applied for lesser infringements. This is an addition to Appendix B.1 Section 2.1.

10. INSPECTION

The Race Committee will inspect yachts from the time of their pre-race registration with the Race Committee to 1800 CDT July 19, 1995. Post race inspection may take place until 6 hours after a yacht has finished. Determination of compliance with the ORC Special Regulations, as modified by the CYCMC, rests with the Race Committee. Yachts found lacking may be protested.

11. NOTICES TO COMPETITORS

Prior to the race, notices to competitors will be posted on the Official Notice Board of the Chicago Harbor Station of Chicago Yacht Club, except that any notices posted after 1600 CDT, Friday, July 19, l996, will be posted at both the Chicago Harbor and Belmont Stations.

Notices on Mackinac Island will be posted at the tent near the finish line trailer.

12. PRIZES

Prizes will be awarded for each Division and Section: The Chicago Yacht Club permanent trophies for the Mackinac Race will be awarded in accordance with their deeds or gift.

ADDITIONAL RACE INFORMATION

ORC SPECIAL REGULATIONS

The race is sailing under 1995 ORC Category 2 Regulations as modified by the CYCMC. The safety to Skipper, Crew and Yacht is of primary importance to us. The lists of safety gear and other standards have been modified or added to meet this objective.

The Mackinac Committee urges the Skipper or Owner to be fully aware that he or she is totally responsible for ensuring that the yacht meets proper safety standards as described in the amended ORC Special Regulations.

DOCKING AT CHICAGO

Severe weather can make Monroe Harbor very undesirable for extensive rafting. Therefore, the following rules will be in force for the 1996 Chicago-Mackinac contestant yachts effective at 2000 CDT Sunday, July 14, 1996 until the start of the race:

1. Yachts from Chicago harbors will not be permitted to occupy Slip or Seawall Space including rafting at the Monroe location from 1200 CDT Wednesday, July 17, 1996 until the start of the Race. Temporary dockage will be provided for Chicago yachts to fuel and handle supplies.

2. No yacht on the seawall or rafting shall be left unattended for more than (1) hour. A few years ago, severe damage was suffered by several yachts left unattended, locked and unable to be moved.

3. Chicago Yacht Club dock attendants will attempt to assign mooring arrangements to ease the movement of yachts to the starting line. This will tend to place a larger yacht in the slips and on the seawall. Please assist the Chicago Yacht Club attendants in their efforts.

4. The Chicago Yacht Club gas docks at Monroe Harbor will be closed from l000 to 1200 CDT Saturday, July 20, 1996. Except for PRESS BOATS, yachts will not be permitted to tie up at the seawall at the gas dock from 1000 to 1200 CDT Saturday, July 20, 1996.

5. Any yacht seeking dockage at Chicago Yacht Club must allow rafting as prescribed by the dockmaster - no exceptions. Any yacht that is unable to comply with this request is asked to contact the respective Park District Harbor Master at any one of Chicago's harbors to arrange for a separate mooring or slip facility.

DOCKING AT MACKINAC ISLAND

The inner harbor basin at Mackinac Island will be made available to all participants at no charge through and including Tuesday, July 23, 1996. Yachts wishing to stay beyond that date will be responsible for paying whatever dockage is charged by the harbor authority. -~

We have been directed by the State of Michigan to provide State Registration information of every entry to the 1996 Chicago-Mackinac Island Race. You will note that the Entry form requires you to submit such registration information.

Michigan and Illinois laws prohibit through-hull fittings used to pump toilets or holding tanks overboard. While Chicago Yacht Club will not check for compliance, Chicago Yacht Club cannot guarantee that Environmental Agencies will not.
