The annual Chicago Yacht Club’s Race to Mackinac Island will start at 1200 Central Daylight Time (CDT) July 14th, 2001. The Chicago Yacht Club Mackinac Committee
(CYCMC) shall represent the Chicago Yacht Club as the race organizing authority. 2.1 The race shall be governed by the 2001-2004 International Sailing Federation Racing Rules of Sailing (RRS) including the prescriptions of the United States Sailing Association (US SAILING), the 2000-2001 ORC Special Regulations governing offshore racing for Category 2 races as modified by the CYCMC in the SPECIAL REGULATIONS worksheet, the call-in instructions which are part of the Section and Competitors List (Scratch Sheet), the Sailing Instructions and any Additional Sailing Instructions. 2.2 The Jury shall be a Class B Jury, as defined by RRS 89(b). In addition to hearing protests and requests for redress, the Jury shall have authority to resolve questions of eligibility and/or compliance with entry requirements. Hearings to resolve any such questions shall begin at 1400 CDT on Thursday, July 12, 2001. 3. ADVERTISING This race is classified as a Category A event in accordance with RRS 79 Advertising and RRS Appendix II, 1, Regulation 20. 4. INVITATIONS AND ELIGIBILITY 4.1 Participation shall be by invitation of the Chicago Yacht Club Mackinac Committee. The total number of entries shall be limited to 300. The Selections Committee of the CYCMC shall determine which boats may participate after receipt of their entries or requests for an invitation. An invitation may be requested by letter, fax or email from:
4.2 Eligibility - To be eligible, yachts shall be of a seaworthy offshore type monohull or multihull construction, at least twenty-seven (27) feet LOA for monohulls and twenty-six (26) feet LOA for multihulls. All yachts shall have accommodations and equipment in accordance with the 2000-2001 ORC Special Regulations for Category 2, as modified by the CYCMC. 4.3 Subject to a minimum participation requirement, explained below, yachts shall race in one of three (3) divisions.
This Division shall be comprised of One Design Class Sections that have been approved by CYCMC. To be eligible for entry in a One Design Class section for this race, a yacht shall be a member of a CYCMC approved One Design Class Section. Approved One Design Sections shall have at least eight (8) entrants by June 13, 2001. For a Class to be considered for approval, a Class Representative shall contact the CYCMC Selections Committee on or prior to June 1, 2001, to state their intention to organize their own One Design Class Section for this race. Examples of possible One Design Class Sections for entry into the One Design Class Division are, but not limited to GL70, T10, Farr 40, J105, and Mumm 30. Should the CYCMC decide that organizing the One Design Classes under the IMS rule is not practical it may make other arrangements by posting an Additional Sailing Instruction. c. Open Division – An Open Division shall be established if enough completed and accepted entries are in the hands of the CYCMC by 1800 CDT, Wednesday, June 13, 2001 from boats not invited to race in either the One Design Class Division or LMPHRF Division but wish to race in this Division and have a valid year 2001 LMPHRF certificate. 4.4 Class Rules – When, by prior arrangement with the CYCMC, a Class is racing within a division and under its own Class Rules, if there is a difference between a Class Rule on one side and a handicap rule of the division or section, the Notice of Race, the Sailing Instructions or any additional Sailing Instructions, the more restrictive rule shall apply. 5. ENTRY PROCEDURE 5.1 Acceptance of a yacht as an entrant shall be contingent on her compliance with her Class Rules if racing under her Class Rules as accepted by the CYCMC, and the completion of all of the pre race entry items a. through f. and the registration items g. through k., which together, represent a complete entry. Paragraphs a. through e. represent the minimum complete pre-race entry documents that shall be received by the Mackinac Committee at Chicago Yacht Club no later than 1600 CDT Wednesday, June 13, 2001. a. Entry Application - Submission of the fully completed Yacht Identification Information on the original CYCMC Entry Form (no copies). b. Entry Fee - Payment of the $10.00 per foot LOA entry fee. (LOA as stated on the yacht’s measurement certificate) Fees are not refundable. c. Crew List - Submission of a Person in Charge, Navigator, Watch Captains and a minimum Crew List recorded on the back of the original Entry Form. d. Insurance - Submission of documentation that the yacht carries a minimum $300,000 of Liability Insurance for the period of the race. e. Measurement Certificate - Submission of a copy of a valid (Owner signed) current handicap or Measurement Certificate for the intended division to be entered by the yacht. RRS Rule 78.2 shall not apply. In the One Design Division the boats in GL 70 section and any other boats with a valid IMS 2001 certificate shall submit it. The other boats in this division shall be excused from submitting an individual IMS 2001 Certificate. f. Pre-race Entry Receipt & Deadline - It is the yacht’s responsibility to use delivery methods that assure that the Pre-Race Entry Application, proper fee and all other required documents shall have been received by the CYCMC before 1600 CDT, Wednesday, June 13, 2001. Any new entries and pre-race documents for invited yachts required by paragraphs a. through e. that are received after June 13, 2001 but by Wednesday, June 27, 2001, shall be accompanied by a $200 late entry fee. Pre-Race Entry Applications from invited yachts received after 1800 CDT, Wednesday, June 27 2001, shall not be accepted. The following items in paragraphs g. through k. are required by or at pre-race registration (July11-13, 2001): g. ORC Compliance - Submission of the CYCMC Yacht's Statement of Compliance with Offshore Racing Council Special Regulations for Category 2 as modified by the CYCMC. Such document shall be signed by the yacht's Owner or listed Person in Charge. h. Life Raft Certificate - Submission of a copy of a valid Life Raft Inspection Certificate that includes the Life Raft serial number for each Life Raft aboard the yacht or; in the case of a multihull in the Open Division, submission of a signed Anti-Exposure Suit Certificate (provided by the CYCMC with the Entry invitation) listing the manufacturer and model number of each Anti-Exposure suit to be carried aboard the boat for each person. Anti-Exposure suits must meet or exceed the minimum requirements as set forth in the 2000-2001 ORC Category 2 Regulations as modified by the CYCMC. i. Finalized Crew List - A legible and accurate list of the names, addresses, and phone numbers of the crew that will actually be on board in the race shall be submitted. In addition, the Person-in-Charge shall sign the compliance statement on the crew entry form prior to or at Registration that the total crew weight shall not exceed the weight limit specified in the yacht’s rating certificate. Changes in crew, if necessary, will be accepted until 1000 CDT Saturday, July 14, 2001. j. Changes in Measurement Rating Certificates - Submission of a valid (Owner Signed) copy of any changed certificate that is different from a previously filed copy may be submitted. However, any changed valid certificates issued or dated after June 27, 2001 shall not be accepted without prior approval of the Chief Measurer. k. Sign-in -The Owner or Person-in-Charge of each yacht, or a representative designated in writing by the Owner or Person-in-Charge, shall register the entered yacht with the Mackinac Race Committee Registration at the Monroe Station of Chicago Yacht Club after 1200 CDT Wednesday, July 11, 2001 and before 1600 CDT Friday, July 13, 2001. Sign in hours are: Wednesday 1200-1900 CDT Thursday 1000-1900 CDT Friday 0900-1600 CDT No Pre-Race sign-ins or required registration documents to complete an Entry shall be accepted after 1600 CDT Friday, July 13, 2001. Any yacht with an incomplete entry at that time shall not be entered in the race and her entry fees shall not be refunded. 6. OWNERS, PERSON IN CHARGE AND CREW 6.1 The term "Person-in-Charge" means the properly qualified person who is designated in the Entry Form and who shall act as Captain of the yacht during the race. The Person-in-Charge shall be a member of a yacht or sailing club recognized by US SAILING or its corresponding National Authority in another country. If such yacht or sailing club resides within the Sailing Association area of the Lake Michigan Sail Racing Federation (LMSRF), such club shall be a current member. The Person-in-Charge shall also be a current individual member of US SAILING or the corresponding National Authority, if not a resident of the United States. 6.2 Liability - Liability insurance shall be valid for the Person-in-Charge even if that person is not the Owner or charterer. 6.3 Competitor Eligibility – If the Person-in-Charge, Navigator, or Watch Captains are Group 3 competitors, as defined in RRS Appendix P1.3 they shall be substantial and indisputable owners or lessees of the yacht. 6.4 The minimum crew (including the Person in Charge, Navigator & Watch Captains) shall be five, except for multihulls in the Open Division where the minimum shall be four. 7. SAILING INSTRUCTIONS AND SCHEDULE OF EVENTS
8. HANDICAP RATING RULES The following Rating Rules are in effect: 8.1 LMPHRF Division

Appeal of an assigned LMPHRF Handicap – Boats that do not have an LMPHRF certificate are advised to apply for this certificate early enough that they can avail themselves of the existing appeal mechanism before the deadline of the race.
The GL70 Class shall sail under their IMS individual rating handicaps both within their own section and in the Division. The other One Design Sections shall compete within their sections and the Division on the corrected times calculated from the single IMS handicap assigned to the class by the CYCMC. Each One Design Class Section representative shall supply the Measurer with sufficient information to facilitate this decision, including current or outdated IMS certificates for yachts that may be racing or from representative boats from the class that are not intending to race. The CYCMC may use any other information that is available from any source. The CYCMC shall consider all the available information and, where there is variance in the handicaps within a Section, shall choose the least advantageous handicap that is considered fair to all Sections. The CYCMC shall be the sole arbiter of this decision that shall not be subject to redress. In sections other than the GL70, any IMS certificate that is valid for a particular yacht shall not apply. Only the IMS handicap assigned by the CYCMC to the Yacht’s Section shall apply. 8.3 MEASUREMENT & RATING CERTIFICATE OF RECORD
b. These values shall be used in calculating rankings and positions in the year 2001 Race to Mackinac Island. The recommended crew limit (both weight and number if applicable) per LMPHRF shall be enforced. c. Each Yacht participating in the GL70 Class shall be required to submit a valid owner signed IMS certificate to CYCMC with their entry. The handicap and measurement data for the One Design Division shall be in accordance with the current determinations and database of the issuing authority and the racing certificates of record as of 1800 CDT Wednesday, June 27, 2001. In case of disagreement the database value shall be used. These values shall be used in calculating rankings and positions in the 2001 Race to Mackinac Island. The recommended crew weight limit shall be enforced. 8.4 Elective Division changes by competitors after the June 13, 2001 entry deadline shall incur a $200 fee. No such changes in Division shall be allowed after 1800 CDT, Wednesday, June 27, 2001.
9. SCORING Except as provided in Notice of Race 10 (Alternate Penalties), each yacht shall be ranked by her corrected time in Section and Division. The lowest corrected time wins. 9.1 The handicap distance for scoring purposes shall be 289.4 nautical miles. 9.2 LMPHRF & OPEN Divisions - The time allowances shall be based on time on distance, expressed in nautical miles. 9.3 One Design Class Division - The time allowances shall be calculated as prescribed by the US SAILING Performance Curve Scoring System, based on the Ocean Mix Configuration. Yachts shall have their predicted times adjusted by the individual yacht’s Dynamic Allowance as contained in its 2001 IMS certificate issued by US SAILING. 10. ALTERNATIVE PENALTIES In lieu of disqualification, scoring penalties, described in the Sailing Instructions, may apply. Alternative place penalties may be imposed in lieu of disqualification. The provisions of Rule 44 "Penalties for Breaking Rules of Part 2" apply, as modified herein: 10.1 The penalty shall be 20%, or the percentage penalty prescribed in Instructions 10.2, 10.3 and 10.4 below, of the number of yachts entered in that section, taken to the next higher whole number, but such penalty shall place a yacht no worse than last in her section. Her adjusted corrected time, for the purpose of determining placement in her division, shall be one second greater than that of the yacht finishing just before her in her section. 10.2 A yacht that has failed to acknowledge an infringement of a rule of Part 2 shall be penalized as follows: (a) 20% when she satisfies the Jury that, during the race, she had no knowledge of the facts justifying a protest; (b) 30% when she acknowledges the infringement before the hearing; (c) 40% when she acknowledges the infringement after the start of the hearing or is found to have infringed a rule of Part 2. 10.3 A yacht that fails to display its Sailboard at the finish as specified in the Sailing Instructions shall be penalized fifteen minutes on corrected time. 10.4 A yacht that fails to sign-in after finishing, as instructed in the sailing instructions, shall be penalized 3 places in section and shall have her corrected time adjusted in accordance with NOR 10.1. 10.5 A yacht infringing a rule other than a rule of Part 2 may, at the discretion of the Jury, be penalized 20% or 40%. However, penalties as low as one place may be applied for lesser infringements. This is an addition to RRS Rule 44 "Taking a Penalty". 10.6 ORC Special Regulations Violations - A yacht which has been found in violation of any of the applicable 2000-2001 ORC Special Regulations governing Category 2 offshore racing, including each required item of equipment, except as modified by the CYCMC, shall be penalized a minimum of 3 places for each violation. 11. INSPECTION An entered yacht shall be subject to inspection by the Race Committee from 1200 CDT July 11, 2001 until the yacht has properly completed any designated post race inspection and has properly completed its post race registration. The Race Committee shall protest a yacht failing to comply with any of the Regulations specified in the Notice of Race, Notices to Competitors and Sailing Instructions. 12. NOTICES TO COMPETITORS Prior to the race, notices to competitors shall be posted on the Official Notice Board of the Monroe Harbor Station of Chicago Yacht Club, except that any notices posted after 1600 CDT, Friday, July 13, 2001, shall be posted at both the Monroe Harbor and Belmont Stations. Notices on Mackinac Island will be posted on the Official Mackinac Race Notice Board at the tent near the finish line trailer. 13.1 While racing, a yacht shall not use its radio or any electronic communication device, or any other system, to transmit or to receive any weather information or other conditions that is transmitted for the direct or indirect benefit of an individual yacht as distinct from all other yachts participating in the race. 13.2 Accordingly, a yacht may receive regularly scheduled weatherfax transmissions and may receive weather information from a publicly available web page" on the Internet. However, a yacht shall not receive "e-mail" or other non-publicly available communication containing weather information. 14. PRIZES Prizes will be awarded for each Division and Section. The Chicago Yacht Club permanent trophies for the Mackinac Race will be awarded in accordance with their deeds of gift. 15. RISK AND LIABILITY The Chicago Yacht Club, its officers, directors and members, the CYCMC, the Race Committee, the Chicago Yacht Club Race to Mackinac Jury and any other Committee of the Club shall not be liable for any injury or damage whatsoever to persons or property which may occur during or arise out of or in connection with this Race.
